England's 2018 World Cup bid team hopes the country will be considered a "safe pair of hands" following the challenges of staging the tournament in South Africa and Brazil.
Unlike the hosts of the 2010 and 2014 events, England has much of the infrastructure in place and is in a commercially attractive time zone for global TV audiences.
England faces opposition from 10 rival cities as it bids for the right to host the cup for the first time since 1966.
Bid chief executive Andy Anson said: "There are challenges with the next two World Cups."
"FIFA have been very adventurous in going to South Africa and Brazil and I think that we have the infrastructure in place where we can deliver a World Cup much more easily."
