SALGA is to examine 2010 benefits for localities

Johannesburg - The third South African Local Government Association (SALGA) national conference officially starting Monday is to examine the benefits for localities in the FIFA 2010 World Cup South Africa.

The conference would explore how local government could position itself in a way that would increase the benefits of local communities.

"Our location at the face of delivery and the implementation of this international event gives the local sphere of government a critical responsibility in ensuring the maximisation of impact and benefits for local communities," the association said.

The association indicated that the experience elsewhere showed that local government should be at the centre of planning, coordination and implementation of government's broad strategic agenda around the FIFA 2010 World Cup.

The local government believes it should be represented in all national government structures "for we bring a peculiarly local angle and flavour to the planning process".

The national structures mentioned include Inter - Ministerial Committee Chaired by Deputy President.

This committee was established two years ago to assert government's central role in planning and coordination.

Deputy Minister of Finance Jabu Moleketi chairs the 2010 technical team while Government Communications (GCIS) and the International Marketing Council handle matters of communication and marketing.

Delegates of the conference will look at the extent to which local government is represented in such structures.

Beyond this involvement, local government asserts that it should start its own structures devoted at coordinating its input and ensuring that benefits are maximised for local people.

The SALGA also calls for the enhancement of local economic conditions through support for the small, micro and medium enterprises (SMMEs) and preferential procurement policies, amongst others.

The association further noted that local government (hosting and non-hosting) has the scope to directly create job opportunities through development of infrastructure, enhancing business opportunities and supporting existing SMMEs.

"The work created should include upgrading of roads and transport systems, hotels and local accommodation expeditious regulations of taverns and local eateries," the association said.

All our programmes, it added, should be reflective of our intention to take full advantage of the possibilities brought by the world cup," said SALGA.

Other areas to be discussed at the conference are municipal finances, economic growth and development, community participation, communication and social development. -
